The fed money would have gone somewhere else, probably to some other city for some unknown (to us) purpose. As typical for the CBC, even in 2013, they didn't take the time to research and explain how the remaining costs were covered, only:

It is a ridiculous amount of money but a bargain compared to HRM's Gardener's Cottage boondoggle a couple of years back that ened up costing many millions of dollars for a building that had no use case identified.

Construction is moving along briskly. The developer is Thrive Properties Investment. They own a few mid-rise multi-unit properties in New Brunswick and PEI.

Crane was removed last week. It was only up for ~250 days which is pretty impressive.

Interesting to see windows on the south facing wall. I would guess a side yard...perhaps driveway/parking entrance? I took the pic but can't now visualize the lot to the south and whether or not it's a full building lot.

According to the site plan there is a narrow corridor between the building and the southern property line. The walkway will allow access to two units with individual entrances and the emergency exit along the rear of the building behind the parking ramp. I'm guessing they left the gap mainly so they could install windows on all four sides of the building.

The remaining land is much smaller than this parcel but I imagine a small residential building could be squeezed in. It should be named The Cranny.
