The Environmental Planning Commission has approved plans for the Orion Center. Mayor Keller held a news conference late this afternoon officially announcing the project.

It looks like another big project in Southeast Albuquerque is moving forward. Max Q at Kirtland will proceed with its first phase and break ground early next year after completing its lease agreement with the Base. Max Q will be located on KAFB land along Gibson Boulevard that was formerly within the gate. The developer says they have a government tenant lined up already for one of the office buildings. Phase one will include office, retail and hotel. Phase one will cover 20 acres and the overall development is 70 acres. The developer has previously described it as a mix of the ABQ Uptown lifestyle center and Sandia Science & Technology Park.

The 505 Central Food Hall had its grand opening today. The ribbon cutting and formal ceremony was eliminated because of the current spike in Covid-19 cases. Unfortunately, like with the Sawmill Market earlier this year, the food hall will get a short honeymoon before having to close to in-person service due to the impending lockdown that will begin on Monday in New Mexico. But it's great that it's completed!

Albuquerque has made it to the final list of 6 candidates to host the U.S. Space Command. The Albuquerque Journal has coverage of the breaking news:

The final decision will be announced in January. The other final candidate locations are in Texas, Colorado, Nebraska, Alabama and Florida.

The official announcement on the city's website which details our assets and work in the aerospace industry. It also notes what could be a huge double impact of the Orion Center and U.S. Space Command locating here.

This would be excellent and yet another shot in the arm for our economy, military presence and aerospace industry for Albuquerque to land the U.S. Space Command. I have my hopes up! Especially after so many people said Albuquerque wouldn't make it this far.

More huge economic development news today in Albuquerque. Netflix and the state film office have unveiled plans to expand the Albuquerque Studios site tenfold to over 300 acres. As part of the expansion Netflix has committed to building at least ten new soundstages and supporting infrastructure at Albuquerque Studios. It is also committing to doubling its production output in Albuquerque over the next ten years. It will now commit to a direct spend of $2 billion and creating 2,000 jobs. The construction of the new soundstages and supporting facilities, including commissary, post-production facilities, millworks, expanded backlot, etc. will mean an additional 1,467 construction jobs as well.

The Albuquerque Development Commission is meeting today to review and approve the economic incentives package, which includes $17 million in LEDA funds from the state, $7 million in LEDA funds from the city and a $500 million Industrial Revenue Bond issued by the city. Netflix will lease 130 acres of the new land from the state land office and the rest is private land. The lease of state land will provide $24 million in revenue to the University of New Mexico.

Netflix has so far easily met and exceeded its spending and jobs commitments from the first deal. In 2019 it employed over 1,600 people and had $150 million in direct spending in New Mexico. Production of popular shows like Stranger Things have moved to Albuquerque as well.

The Albuquerque TopGolf location has resumed construction after being sidelined for several months by the pandemic. Below is a new drone video of the construction site posted recently.



The most recent drone videos of the Amazon fulfillment center construction in Albuquerque, including interior shots in the most recent video posted on Monday. More of the tilt-up concrete slab walls are being poured and lifted into place on the main bulk of the structure.

Downtown Albuquerque News this yesterday reported about a new supportive housing project that Bernalillo County is planning to build downtown at 6th and Coal. The $8 million project will have 45 units for homeless individuals and families, including veterans. It will be built on the northwest corner of the intersection, where there's currently an empty lot and abandoned home. The county hopes to move the home if they can, but may end up demolishing it and have applied to the city Landmarks and Urban Conservation Commission to do so.

The Albuquerque Journal reports that the Tiny Home Village will be having final inspections and will begin accepting residents at the end of December. The project is located in the International District at Tennessee Street and Zuni Road SE. The Albuquerque Indian Center donated the land and its facility is located directly to the east on the opposite corner of the block.

Another upcoming project in this area is Phase II of the Ed Romero Terrace senior apartments, which are just north of the Albuquerque Indian Center and Tiny Homes Village. Phase II will be another 40-unit, 4-story structure, maybe even a twin of the existing apartment building. The new building will most likely be sited on the southern edge of the parking lot that's behind the existing building. Earlier this year the project was awarded a grant of $2.1 million by the federal Department of Housing and Urban Development to go towards the $4 million total project cost. The project should therefore get underway soon.

KRQE last night had a story about the Luminaria Senior Community apartments that are scheduled to break ground and begin construction next month. The city is contributing $3.2 million in HUD funds for the project. It will have 92 units for people 55 and over. The project will have a Route 66 theme and will restore and reuse the existing historic sign on the property that once was a mobile home and RV park dating to the mid-20th century. It is located on Central Avenue just east of Eubank Boulevard SE.

Today was the deadline for submissions to the First and Silver RFP. The city extended the deadline from the original date in November. This is mostly because the city also amended the RFP to include a possible incentive of a publicly-funded 200-space parking garage for the project. Those who responded to the RFP were able to include the parking structure if they wished in an amended proposal.

The city also posted the list of attendees for the site tour on their website. It includes a range of well-known people, architecture firms and developers in the city. Development groups included names such as YES Housing, Pacificap and Zydeco 66. An interesting attendee was a representative from Pulte Group. It will be interesting to see if this national homebuilder ends up as part of a proposal in some way.

The last time we had a national homebuilder involved in Downtown Albuquerque development was before the Great Recession when Beazer Homes took over and finished the Silver Lofts.

A representative from Homewise was also in attendance. Remember that Homewise is going to try to finish the Elements Townhomes and has recently begun the development process with the city, going before the Development Review Board recently for a plat of the two empty parcels into 8 lots each.

If you also notice in the attendee list, one of the questions asked of the city by attendees was whether townhomes would be looked at favorably as compared to more dense housing types. I wonder if Homewise might be planning to propose more townhomes for this site? However, the city responded that they would prefer more dense housing for this site.

I can't wait to see the proposals. I hope there will be some great projects proposed!

The Rail Yards Northern Entrance Request for Expressions of Interest also recently closed. The city has also posted a list of attendees for this project on its website. It mostly includes architecture firms and those involved in real estate somehow. An interesting attendee here is a representative from the New Mexico United. Other interesting or unique attendees include persons representing retail outfits, art galleries, sports and concerts.

The hotel at 717 Central NW that is planned to be restored and transformed into the Arrive Hotel has been added to the National Register of Historic Places. This will allow the developers to qualify for certain historic preservation tax credits that should help the project get off the ground.

We've had business losses downtown due to the pandemic but I'm glad that we've still been seeing new businesses open as well. It's very heartening and gives hope for the future when all this is behind us and things get back to normal.

Albuquerque Economic Development recently held its quarterly investor's meeting and its new president, Danielle Casey, told the audience that there has been an uptick in business recruitment and expansion in Albuquerque over the last year.

The Albuquerque City Council has approved the LEDA funds and IRB for Netflix's expansion of Albuquerque Studios.

The Albuquerque Business First article below outlines the details of the deal and Netflix's commitment. I had first learned of the details in the supporting documents for the ADC meeting late last month. The details of what Netflix is committed to build and how much it might spend on construction and capital improvements to Albuquerque Studios is quite exciting. Possibly as much as $500 million and at least $150 million of capital expenditures on top of the $2 billion in production spending. The 120,000 sq ft office building especially is an exciting detail to find out about.

Dia de Lobos on Twitter is hinting at more huge projects coming up in Albuquerque. It looks like the projects may involve companies like HP and Google and a huge construction project that will be the biggest of its kind in the world. He says that he may be able to reveal more information after Monday.

It seems a second huge project is being built directly opposite of the Albuquerque Amazon fulfillment center. Late last month the Vimeo account which produces the drone video updates for Project Chico posted a video for a "Project Nico". When I saw this I assumed they misspelled the name of Project Chico. But yesterday they posted two separate videos, one for Project Chico and one for Project Nico. This new Project Nico video shows the land being graded and prepped for some sort of construction. The first video for Project Nico pretty much just showed the raw land north of the existing project. At the time I thought it was a bit odd, but never did I think it could be a new project.

I've looked on the county's building permit site for more information but they've unfortunately changed the search function. It seems not to be available to the general public anymore. It requires you to login and the only way you can create an account is by doing so from an agency website.

It's very frustrating, but I'm super excited that it looks like there will indeed be another huge Amazon project going up in Albuquerque. The Amazon Hub project in the Meridian Business Park appears to have been completed recently (or at least part of it), that's according to the building permit information from the city's website.

It looks like the long-awaited demolition of the old county jail downtown is going to finally begin next month. The Journal reports that the county commission awarded the $2.4 million demolition contract at tonight's meeting. The site will become a 149-space parking lot for county vehicles. Hopefully it won't stay that way very long and the county will eventually do an RFP for housing or some sort of mixed-use project on the site.

The Journal also has a story about the effort to increase Albuquerque's yearly funding for affordable housing projects. It is less than it used to be and inadequate for the amount of affordable housing needed and the projects the city is able to help each year. The effort is to increase it to $10 million per year like it used to be. The story features a pic of the recently-completed Nuevo Atrisco apartments.

The city's RFP for the Brown Property on north 4th Street has finally been issued after many years of community meetings and formulation. Proposals are due early next month.

The overall guidelines and vision of the RFP is that any project will consist of a multi-story apartment building with ground-floor commercial space in the larger rectangular area of land along 4th Street, with townhome units located in the narrow strip of land to the west.

The Albuquerque Journal is reporting that according to Senator Martin Heinrich the Air Force has selected Huntsville, Alabama to host the U.S. Space Command. Senator Heinrich tells the Journal he is unhappy with the decision process recently, which he says seemed rushed to choose a site before President Trump leaves office next week.

I'm disappointed for Albuquerque but happy that a fellow underdog city won the right to host the Space Command. People in Colorado were acting like no other state had a chance. Huntsville is really on a roll lately and growing like gangbusters. I would've loved to have had the Space Command in Albuquerque to add to our own growing momentum. Oh well, on to the next project!

Albuquerque Business First this past week had a story about the Orion Center. They quote numbers from the local Colliers office that estimate the cost to construct the Orion Center as between $8-10 billion, which is a staggering amount.

I think it's more like $1-2 billion for the buildings and actual construction project. The overall cost of the project (building construction, materials and components for the satellites themselves, worker salaries, etc.) is what I believe is more in the $10 billion range. I was recently searching for more information about the Orion Center and came across a Forbes article which mentions it as one of the 4 biggest infrastructure projects in the world. The Forbes article pegs the project's cost at $13 billion.

KRQE reports that the city Landmarks Commission has denied the county's request to possibly demolish the old house at 6th and Coal SW where it wants to build a new 45-unit supportive housing project for homeless veterans and families. The county will now either have to move the house, somehow build around it, or appeal to the City Council to try to overturn the Landmarks Commission's decision.

The main building will be 3 stories wrapped around the south and east perimeters of the lot, with a secondary building of 4 stories located in the interior of the lot. A courtyard will be in between the two structures.









KRQE this week also had a story about the request for tax abatements and MRA Bonds for the Highlands East project at The Highlands. The ADC met this week to consider the request, which they approved, according to Albuquerque Business First. The KRQE story has an aerial pic showing the SpringHill Suites hotel and Highlands North project. The Highlands North project is nearing completion and should begin accepting residents in phases beginning next month.

The latest Project Chico video on Vimeo shows a third project in close vicinity. Perhaps a PNM power substation? Or maybe even yet another Amazon building?

Downtown Albuquerque News today reported that the Arrive Hotel project is getting ready to close on bank financing and construction may start soon.

Arrive Albuquerque, the firm behind the delayed renovation of Hotel Blue (8th and Central), told investors in December that it expects to finalize a key loan during the first quarter of this year, a move that would clear the way to begin construction on the $24 million renovation project.

"We have received a formal bank term sheet and are actively looking to finalize this loan," the statement read.
Downtown Albuquerque News also recently reported that the 2nd Street Landscaping project at the Rail Yards is slated to begin construction this summer. However, neither the Rail Trail portion nor the roundabout will be included in the construction. The roundabout because of the fight with the owner over the land and the Rail Trail because of a need to formalize the agreement for the donated strip of land from the BNSF railroad.

Final designs are still being worked out ahead of a projected start to construction this summer, but planners said they would pay special attention to sprucing up the intersection of 2nd and Santa Fe, which neighbors have singled out as a prime method for connecting people to the commercial corridor on 4th as well as the zoo and bosque trail a little over half a mile to the west.

The project would not include a planned trail north toward the Downtown core, though the city is formalizing an agreement with BNSF Railway to set aside a strip of land for that project, Rail Yards project manager Ed Adams said.

The landscaping project will also take into account a future roundabout at the intersection of 1st and 2nd, though the city is still attempting to condemn a triangle of land that it will need to make that happen (DAN, 11/2/20), and there's currently no money for the actual construction.
