Where (or what) is this skyscraper?

I found the picture like this, without any text, and would really like to know more about it. It doesn't look like a mockup to me, but I suppose it might be.

My god, that's wierd. I don't know of any building that looks like this, but it does remind me of the wrapped reichstag project - this one's not by Christo and Jeanne-Claude, who did that project, but might this be a talle communications tower of some sort, wrapped in some kind of white material?

Edit: after a bit of snooping around the SSP database, the 2 closest things I could find are Georgia Tibilisi TV tower, or the Tashkent Tower in Uzbekistan - though for various shape reasons, I don't think either one of these are the tower you're looking for.

I can't imagine that is a real building and none of us have ever seen or heard of it. It looks so crazy! It must be a rendering of a proposed project or some sort of fantasy building.

Looking at the picture I would believe it to be real, unless somebody is just insane at Photoshop.

The surroundings look like China.

^^ I agree, look at those houses on right bottom does look like Far East, maybe not China, possible the Koreas or Japan?
