Still an active project. Also came across the rendering below which appears to be a new design for it!

Fargo skyscraper project has hotel, office partners; city help still in works

With a partner already interested in developing a hotel and office space at his proposed downtown high rise, developer Doug Burgum is still looking to partner with City Hall.

Burgum’s Kilbourne Group wants city help in building a parking ramp and public plaza.

The group is in talks with the city planning office about the precise financing tool, General Manager Mike Allmendinger said. He said the firm is also looking for partners to develop condos and retail space.

“I think they’re closer to something than they’ve ever been,” Mayor Tim Mahoney said.

Construction expected to begin this Fall.

Fargo city commission approves tax breaks for $98 million Block 9 project downtown

The decision was not unanimous but Fargo city commissioners have approved $15.5 million in tax breaks to developers of the downtown Block 9 project. The $98 million, 18-story building at Second Avenue North and Broadway will include office and retail space, an 88 room hotel, condo's, a 340 spot parking ramp and a renovated city plaza.

Scott Neal, president of RDO Properties, whose company is one of the partners in the project, told commissioners without the tax incentives, RDO, would not be involved. RDO's office will have 300 to 350 employees. Another 30,000 squre feet of office space will house 100 employees. Neal says the economic impact to downtown hasn't been calculated yet but he says it will be significant.

Block 9 tower project loses hotel partner as delays continue

Kilbourne aims to lessen impact on downtown traffic while building Block 9 tower

FARGO – With the massive Block 9 project breaking ground downtown in a month or two, developers at the Kilbourne Group released more details of the roughly 26-month construction schedule Tuesday, July 17.

Construction is expected to start in late August or early September and be substantially completed by fall 2020, Project Manager Keith Leier told an audience of mostly downtown workers and residents at the Fargo Theatre.

He stressed Kilbourne’s plans to minimize the impact on downtown traffic, especially on Broadway, as well as the general contractor McGough Construction’s experience building in tight urban environments.

Groundbreaking has been a long time coming for Kilbourne and it’s partner, RDO, which have missed several self-imposed deadlines and required extensions from the city. At one point, the firms thought they could break ground in fall 2016.

SOM Breaks Ground on Block 9 in Downtown Fargo

The architecture firm Skidmore, Owings & Merrill have broken ground on Block 9, an 18-story mixed use tower in the heart of downtown Fargo, North Dakota. Inspired by the the prairies, the development was designed to reflect the scale of the city and surrounding buildings. The project includes an expansive public plaza with retail, office, hotel, and residential programming, and will make use of timber and local stone. Developed by Block 9 Partners, a partnership of Kilbourne Group and R.D. Offutt Company, the mixed-use tower will transform Fargo’s skyline.

Mayor Tim Mahoney of Fargo, North Dakota, was joined by local civic and business leaders to break ground on Block 9 on September 12, 2018. Hoping to create strong retail and civic connections while activating the city’s downtown, Kilbourne Group began initial visioning for the site nearly 10 years prior. Mike Allmendinger, President of Kilbourne, note how “an incredible project team has developed, with each partner making the project better every single day with new ideas and passion for downtown Fargo. We are thrilled that the time has come to build, and excited for what Block 9 means for the future of Fargo.” Inspired by the agricultural and architectural vernacular of the Great Plains, Block 9 respects Fargo’s urban heritage while introducing new community spaces within the city’s historic streetscape.

Sited on a former parking lot at the intersection of Broadway, 2nd, and 3rd Avenues, Block 9 includes a five-story podium with new retail and dining spaces along Broadway, and a public parking garage at 3rd Avenue. Yhe project includes a new all-season public plaza for gatherings and events. A boutique hotel developed by Aparium Hotel Group will occupy several floors, with the highest floors dedicated to residences and condominiums. As SOM Design Partner Brian Lee has said, "Fargo is the future of great American mid-sized cities, representing a rich heritage and quality of life while fostering the opportunity to create a new urban story. With sensitivity to the history, scale, and rhythm of the city, Block 9 supports a vibrant, mixed-used program to strengthen the urban fabric and activate Fargo’s downtown area."

Block 9 was formed to create a slender tower profile on the Fargo skyline. At its base, the podium embraces the street and adjacent public plaza. A wood framed public arcade will open out to Broadway and function as the building’s main entrance. On the fifth floor of the tower, a wide outdoor terrace and glass-enclosed, multi-function ballroom and conference space will overlook the public plaza.

When completed in 2020, Block 9 will be one of the tallest buildings in Fargo.

This is a very high quality project. Usually in small cities, we get Kaufman-esque monstrosities that have height but fail everywhere else.
