For any of you law folk out there. What are the laws of building over train tracks? If a development firm could build an entire joint building over the el train tracks, on two seperate lots, could they? Aside from cost is it possible? Air rights and what not.

Of course they could. Rush built a hospital over the Pink Line tracks, for example, and the Oscar Mayer factory in Old Town had a skyway over what we now call the Brown Line. They'd just have to lease or purchase the air rights from the CTA.
