You will need to get a permit to paint over a mural but if the only thing Mural Arts gets out of this is the ability to prevent spite white washings of murals, that's not a big deal to me.
It depends on how Mural Arts uses that 45 day delay. If they use it to get a pro bono attorney to sue the property owner to stop the project, it's a big problem and I don't think that is all that far fetched given what happened with 5 Pointz in NY.

Yeah, I think this bill would kind of harm the ability for the program to foster neighborhood beautification and collaboration, especially in places where there's more blight. It almost seems like there should be some other program for murals that are meant to be more permanent. Or if not a program, just a class of murals.

Maybe I missed something, but there was time and effort put into the bill from several members of City Council. Is this seriously what they are spending their time on...?

The Philly city council has to be the most confounding group of people ever assembled in any common space in the United States of America. I'd rather have Bernie Madoff manage my money than these dolts.

Anyone know the General Contractor for construction?

Usual suspect trying to block the permit

Am I reading this wrong or is everyone's favorite Society Hill resident trying to block this from moving forward:

Yeah, I read on another forum awhile ago this might happen. I can't recall all the details, but I think the developer was only granted the permit if they somehow made some kind concession for public art. They may now be in violation of that stipulation. I didn't think anything would come of it but it did sound kind of dicey.

Where did you see that? Midwood has set aside I believe 650k for the public art bonus. The muralist that did the original mural refused to work with them but the funds are still allocated towards the art bonus regardless of who makes the art.

I don't think this has anything to do with the art bonus but I guess we'll see.

It was on Jay's Philadelphia Industrial & Commercial Heritage Facebook group. There was a pretty long thread about the demolition and development. I think I found two of the links that were referenced.

I'd be surprised if it wasn't over the public art bonus. The first link goes into detail...

OK yes the existing zoning permit is conditional on the art bonus but a couple of things about that:

1. I'm not seeing anything where Midwood says they'll be withdrawing funds for the Art Bonus, and why would they?

2. The appeal I posted is not against the most current conditional zoning permit which mentions the art bonus but rather against an earlier zoning permit which was amended to reconfigure the parking layout, see below:
