You say it like there's some imaginary planes that wouldn't cost hundreds millions of dollars to develop, manufacture and put into general service. The fact is that even though you can gentrify a neighbourhood you can't gentrify every peice of technology or equipment that goes into it.
Float planes bush planes are basically one and the same. The destinations for the planes HA aren't really all that different from where you'd land a plane in the bush. So unless you want to axe the destinations that HA flies to or develop some magic jet powered by fairly dust there really isn't anything you can do to those planes to make them conform to your idea as to what a plane in the city should be.
