London will never become part of the urban Toronto blob as it is too far and there is a large gap of populated places between Brantford & Woodstock on the 403 and Kitchener & Woodstock on the 401. London has always been and will continue to be a major regional centre. Hamilton and Kitchener on the other hand are growing cities but with declining prestige and relevance as they are becoming engulfed by Toronto's urban sprawl.

Probably, but it does seem like the "Greater Golden Horseshoe" continues to swallow places. I wouldn't say 'never', but it is pretty darn unlikely.
In any case, I associate London with great healthcare (my sister was there for a liver transplant) and being a "hub" of Loyalist history.
