The parking lot is closed and fenced off.

Any word on what this is to become.

The fencing says explicitly that the parking lot is only closed "temporarily." There's other signs indicating construction work will be happening, but perhaps it's something related to under-the-surface utility work?

I first thought of resurfacing of the lot but streetview seems to indicate that it was recently resurfaced.

Looks like they were taking soil samples here today.

This is interesting. They didn't do this while it was closed and fenced off. I also found an old document that said this was Philpot Church parking, which led me to believe Philpot Church owned the lot.

This is interesting though. Typically soil testing means digging. Curious what that would be for? A condo development? Does anyone know who owns the property for sure? Also any other reasons to do soil testing?

There's been factories in this part of town for centuries, who knows what that soil's contaminated with.

Since they're ripping up the pavement to see what's underneath, does that mean it's recently been sold? I don't know if soil testing commonly happens before a lot is put up for sale or not.

It’s typically done when developers are preparing development applications as they need to have a geological report prepared for the application.

There can be other reasons soil testing is done - but that is the most common one.

This is curious to me, because the parking lot at Main and Caroline, as well as the recent Coletera proposal did not have soul testing done prior. DRP specifically asked numerous times why the parking lot was above grade and their answer was simply that most of the downtown has contaminated soil.

If you're talking about Coletara at Main and Queen, I've seen soil testing being done on both the sites you listed.

Cleaning up 'contaminated' soil really isn't an issue at all. There are dozens of companies in the area that specialise in removing, cleaning and disposing of soil like this. High levels of certain chemicals will not stop a build from happening.

It's not that, it's the cost. They basically said the only reason it's an issue, is an issue of cost. The DRP basically recommended spending the extra money to dig down another floor or two because parking creates this crap podium with no life.

This property may belong to the Coppley group and and may be going on sale with their building. Now a days people want to know whats in the ground as they will be libel for any clean up the moment they take possession.
