AFAIK among the mindset of Brits no one can be arsed with bridges, we'd rather dodge the traffic or jump the fence, which is why they never really worked. Brits are notorious for being libertine, the same issue I hear in Netherlands, unlike say Germany or Poland where you can be fined for jaywalking against the lights. Just different countries have different cultural norms.
