USSR | Special type of guyed masts

In former Soviet Union, several guyed masts with crossbars were built. The tallest of them stands obviously in Vinnytsia, Ukraine. Some pictures on http://www.radioscanner.ru/forum/ind...=5&topic=31655 .
Were such masts only built in former Soviet Union?

The tie is likely to help alter the primary frequency of the cable (and keep it from whipping, whistling, etc. in the wind). I can't think of any guyed masts with that particular arrangement, but you do see some with counter-stays. Similar arrangements are also sometimes applied to cable stayed bridges that experience undesirable excitation.

Has this type of masts, which were obviously only realized in former Soviet Union a special name? Who is their architect?
