There are still a lot of unknowns at this point including how the new rail bridge would have to be built over the road accommodate it, but that may require a new rail bridge over the Cumberland due to the size and slopes of this bridge which could increase the cost.
The spine road will be elevated some 6' and act as a flood mitigation system as well. Remember the new downtown East I guess you can call it will be a 30 year build out with some areas such as the RMR project, GBT project, River North project, and Oracle probably being built out before 2030. The new Titans Stadium is still a work in progress at this point with the cost now approaching 2.2 billion.
There are other large projects in the works north of I 65 and I suspect the conceptual project in the Driftwood area may gain some ground if this come to a reality as this will open up access to that area. There is also another large project planned on the East bank just east of where the bridge lands and another just to north planned.
I also suspect there could be a new interchange built at I 24 close to where this project would intersect. At least maybe an onramp as Fessler's would act as an off ramp as it is now.
