If Commonwealth stadium was out in Sherwood Park or St. Albert most people other than the hard cores wouldn't bother going (myself included). People want to drink when they watch football and hockey and nobody wants to drink and drive. If you're counting on 25,000+ attending a CFL game in Halifax you'll need a good 6,000-8,000 people who can commute by rapid transit within 20 minutes to the game or the attendances will always hurt and not make it viable for a team owner.
Edit: I should add Canadian Tire Centre in Ottawa as a perfect example for what NOT to do when it comes to stadiums. If the RedBlacks had to play their games out in Kanata that team would fold after 3 home games.

Dartmouth Crossing is 13 minutes (by car or rapid transit, if it existed for that route) from Scotia Square.

All fall within your 20-minute requirement. It's really not that far out
if decent transit is put in place when events are occurring.
For that matter, it's 20 minutes from Enfield, which many here would consider to be out in the boonies...
