I remember reading a couple yrs back on the TXDot website that they are already planning on replacing the IH35 bridge over the Colorado with a bridge very similar to what they built in Waco.

It looks like they are working on the first set back. As the floor plates get smaller with each of the set backs, this should continue to rise quicker every 5 floors. Then they can start the main attraction, putting up the sail thingy.

Those are mostly just to keep people from wandering in there, and their dogs. They're letting that vegetation grow to discourage flooding along the trail, though, it's kind of a feeble attempt considering how bad the flooding can be there.

Making them smaller so they're more visible.

Is this a test of what they plan to do for lighting when the building is complete (as in the entire front will have lighting along each floor) or is this just holiday decorative lighting which doesn't necessarily imply what the final lighting scheme will be?

Aside from the excitement of 6XGuad, for me this tower is the most exciting from a design standpoint since Frost Bank. It will most definitely become one of our most iconic skyscrapers and if they plan to light up the entire south facing side will be one of the most iconic lighted buildings in the state.
