BTW, there are balconies on the East, West and SOUTH sides, just not the North side, where they obviously would have had the best views and could've made it work, and charged more rent for the foreseeable future, if they weren't such shoe-gazing visionaries.

Though I appreciate the criticism of the lack of balconies on the north side, to potentially give the designer some credit, that morth side is the side where at some point there may be another similar height building, so if balconies were added there, they may end up not having a great view of the river.
Also, it's the north (i.e. shady) side of the building, which may also make it less attractive of a location for balconies.
