Portland has 13 murders so far this year, which appears to be by far the most it has recorded so early in a year, ever. This might be a record-breaking year for violence in the city, not just in terms of raw numbers, but also in terms of rate.

Oslo is very impressive. These are Quebec City-style numbers. Which is the safest large(ish) city in North America. It has gone 18 months without a murder at some points in recent years. For a city population of about 600,000 and a metro of over 800,000.

Madrid is very impressive as well.
It seems to be the numbers of City Proper, but it could also be of the respective Police Districts which sometimes cover the metro-areas.
However judging from the numbers im quite confident its City Proper.
Edit: For Oslo its actually for the police district which covers a population of 900.000. That makes the rate even lower (0,2).
Last year it was 4 murders in the police district where 3 was in the city proper.

I'm sure it will be the top issue in the District Attorney Election in Philadelphia this year. Usually the year after a Presidential election is a quiet one but this one should be very prominent in the city. There are a lot of people who do not like the current DA.
Public Safety isn't so much the issue as other crimes are falling. Murder in Philly seems to be happening between people who know each other and have turned to using guns again because the cops aren't do what they did before the riots last summer...which is when they murder rate started to really take off. It's not like there are massive shoot outs in Center City. It's in the same areas of the city where violence has plagued it for decades.
Those area's are expanding, esp towards the NE section of the city (Man cut up and deep fried, disposed of in various dumpsters). The fact that Philly has over 70 murders during the snowy winter months is scary.
The lack of prosecution for many crimes and minimal bail for repeat offenders will plague this city.

We just got rid of bail in Illinois (well, I think it takes effect in 2023) and you can only hold someone if they pose a direct threat to a specific individual or group. No longer being a "danger to society" is enough to keep you locked up.
