I've always thought of it as our own little version of the Woolworth Building (in NYC).

That looks like it's by Frank Furness. Do you happen to know if it is?

Looks like it was designed by Frank Miles Day, another Philadelphia born architect active around the same time as Furness. Seems like he mostly designed buildings for academic institutions like UPenn (including the Penn Museum and the previous Franklin Field), Penn State, Princeton, and Univ. of Delaware.
