NYC doesn't need to incentivize anybody. Supply, and DEMAND. Keyword, DEMAND.
Even if 432 Park was 1/3 the height, it would still sell. Hell, buildings with windows facing blank walls sell those very units for millions. Incentive is not the word. That would be more appropriate for a city somewhere in the wood work, but surely not NYC which has the legacy and the proven track record to attract wealth, even in times of economic turmoil or stagnation. And even in buildings of lesser magnitude, some... quite repulsive, but they sell!
