When I worked there, the surrounding area was extreme ghetto, although not particularly dangerous. It was just extreme poverty. Much of the slum housing is long gone (but not all) and there are a few nice developments in the vicinity. The bayou setting could eventually be quite nice for a major development.
Even in the 70s, the view of downtown was great. If people will move that close to the Ship Channel, it will probably be successful. The stigma will have to be lifted from that part of the city, though.
