Nothing crazy. Construction below grade can take longer than above grade, especially when you need to tie in with existing parkade and utilities while working close to SkyTrain tracks and a creek.
Although most stuff is invisible once completed, you have to think that all the utilities for ~40 stories above will be served from the basement, and they need to lay in all the electrical, plumbing, ductwork, conduits, etc. at the exact location in the concrete slab.
You miss the location of one wastepipe by a foot, and the slope of pipe can be screwed up or interfere with support above, then 100+ units might end up not having proper wastepipe to flush their toilet, or have plumbing issues in the future.
Once it's above grade, then the floor layouts are usually cookie cutter and it should be substantially faster like "copy and paste".
