It's not entitlement, it's public safety.
Even a bicycle traveling at 15km per hour (the Seawall's limit) can do quite a bit of damage to the pedestrian and the cyclist if a collision occurs. More likely (because this has happened to me) the cyclist will swerve and:
a) take out another bicycle in the process, or
b) crash.
It's not a simple concept to stay on the sidewalk and out of the bike or motor vehicle lane. If someone was walking in the traffic lane on Georgia I guarantee you would honk or yell, and tell your friends later that "I should have ran that dumb pedestrian over".
