I'm not surprised. The reality is that smaller/mid-size cities simply can't compete against the ample free parking and lower rents of suburban locations. Hudson Bay is a decidedly upscale dept store and it follows the money.
I think the best thing that such smaller/mid-size cities should actively DISCOURAGE large retailers and huge chains. Downtowns should focus their attention on capturing those niche shoppers who don't want to shop at the standard mall outlets and want a unique experience.
They can't compete against the suburban malls and big box stores so why bother trying? They already tried this approach with the downtown malls and it didn't work so there is no point in thinking it would somehow work now.
Downtowns offer the unique shops and services that suburban malls can't and this is where they should put their focus.
