Metcalfe Realty guts Ottawa office building for Nav Canada

A downtown Ottawa office building is getting a two-year makeover to accommodate a major new tenant, plus a re-allocation of some of the space on its lower levels.

Nav Canada will move in to the Burnside Building at 151 Slater St., according to the Avison Young mid-2018 office report. Owned by Metcalfe Realty Company Ltd., the 12-storey, 147,000-square-foot class-B structure has already been vacated of previous tenants and work is underway.

Michael Shore, Metcalfe’s director of leasing, said due to confidentiality clauses he is not able to confirm the identity of the tenant, nor any financial terms of the lease or renovations. However, he was able to discuss several other aspects of the project during an interview with RENX.

“It was an opportunity for Metcalfe to relocate and upgrade space for some of its existing tenants in the building and, at the same time, decrease our vacancies (downtown) and do a new deal,” Shore said. “The building was ready for a renovation.

“It’s been renovated over the years, but it was reaching the end of its useful life.”

Burnside Building built in 1966

The Burnside Building was built in 1966 by Thomas Fuller Construction Company Ltd. New life is being breathed into the building, in part, as a result of the city’s east-west light rail transit line, which is scheduled to go into service this fall.

“(The) LRT coming through Queen Street and being near Slater and O’Connor helped secure the tenant,” said Shore, who has been involved with Metcalfe Realty for 29 years and is responsible for finding new lease candidates and developing the company’s portfolio.

Nav Canada is the major service provider to Canada’s air navigation network, managing 3.3 million flights per year for 40,000 customers. To take on a large-scale, technology-dependent tenant like Nav Canada, Metcalfe will make significant changes to 151 Slater.

Chief among them was finding new accommodations for the building’s 30 previous tenants, which included embassies, non-profits and engineering companies occupying from 500 to 5,000 square feet. They were given the choice of finding new space elsewhere, or moving into one of Metcalfe Realty’s other downtown properties.

Shore said a majority of 151 Slater’s tenants agreed to deals that would see them fill vacancies in four other Metcalfe Realty-owned properties at nearby 116 Albert St., 85 Albert, 75 Albert and 130 Albert. Metcalfe is already proceeding with fit-up renovations for each of the tenants moving in to those buildings.

None of the existing tenants at any of those properties will be affected, Shore said.

Building completely redesigned

Because the Burnside Building has traditionally hosted 30 to 40 tenants, rather than large clients which required significant floorplates, the building is being renovated and modernized with a completely new philosophy.

“We’re completely redoing the building,” Shore explained. “We’re redoing the elevators, brand new mechanical systems, the facade and exterior walls are new. Basically, we’re converting it to a brand new building.

“We’re saving the concrete structure and the rest of the building is new.”

The planned changes have various timelines. Modifications to the building’s exterior skin are expected to be completed in six months, but the overall renovations have a target completion time of two years.

While Nav Canada will be the building’s largest tenant, it won’t be the only new resident.

There will be a retail component to the remaining space in the building, which Shore believes will be attractive to restaurateurs and other types of retailers who stand to gain from the presence of a large tenant.

Ottawa’s burgeoning downtown core

Nav Canada will not only move into a building which will be modified to suit its needs, it will also be in the increasingly popular downtown core, conveniently located near bus transit and an LRT station. In a classic “win-win” scenario, Metcalfe Realty gets a large, blue chip client and is able to fill vacancies in some of its other downtown properties.

Ottawa’s downtown office vacancy rate has plummeted during the past year, from 10 per cent a year ago to about 7.7 per cent at the end of Q2, as reported by Avison Young.

Much of the influx has involved the highest quality buildings and renovations to existing structures, such as the former EDC Building at 230 Laurier St., where rapidly growing software giant Shopify has leased all 19 floors, and has begun moving into its 325,000 square feet of space.

This activity, several major new builds in development, plus recent space reductions by the federal government, have caused concern among B-class and C-class building owners about the long-term viability of some of these properties. Therefore, the move by Metcalfe to gut and renovate to attract a major tenant isn’t surprising.

In fact, it might be just the tip of an iceberg.

“Public works and governments stand to gain (from LRT),” Shore said, stressing it is making the downtown more attractive. “We don’t have many of those. Most of our buildings are older B-class ones . . . renovated, but we don’t have many government tenants. We have many small 2-3,000-square-foot tenants.”

Shore said the Burnside Building is Metcalfe’s only major redevelopment in progress.

Looks like someone didn't take out the default text when submitting the web page. Lots of web services have that paragraph as a default so you can see how it looks with text on the screen when developing the page.

Looks okay, nothing special. I wish they kept the cladding for the tower portion, but the rooftop greenspace looks nice. The podium's an improvement, too. I felt it was too close to the sidewalk that is too narrow too for that section.

I liked the cladding of the old tower as well, but this is a good refresh to bring a little "lightness"for an area with a lot of "heavy" looking buildings. As long as they don't re-clad the Varette Building, I'm happy.

Probably referring to old plans like PdV III and BMO II.

I feel like we're long overdue for some new office development. Nothing has been built since Flahery and Performance Court were completed around 2014, both now fully leased*. Plaza 234 (former Place Export) is mostly reserved by Shopify. Many Federal buildings are in disrepair (Portage, Chaudière and L'Esplanade amongst others). A new office tower on Zibi's Hull side and a couple in Ottawa, maybe one in the CBD and one at the Library District, would be nice.

*Flaherty houses the Feds Finance department and Performance Court is fully leased based on their website.

You are probably right. "Under development" is pretty vague. It would be nice to see something new on the Ottawa side. There have been numerous articles about tech companies looking to move downtown, but being unable to find large enough spaces.

I can understand that. I think the building on the west side of the street would have been one better to reclad. Also the Bell Switch Company with it's 7-storey windowless addition. I won't be sad if those go.

Otherwise, aside from heritage buildings, the only buildings that I think shouldn't be reclad north of Gloucester St. are the Varette Building, 116 Albert, Delta Hotel. Place de Ville A,B,C, the Marriott Hotel, 275 Slater, 180 Kent (although the one tower was reclad with metal panels), 340 Laurier, 280 Slater and it's counterpart, the Arc Hotel, 130 Slater, 30 Metcalfe, the Fuller Building, 170 Laurier, the old DND building, Place Bell.

I find the changes to 123 Slater to be disappointing.

Just build those offices at Tunney's, Bayview, or Lebreton. We need more residences built downtown in the land that remains.

I agree for the most part, in particular for the Bell Switching Building.

For you list of no reclads, I wish Delta would finish what they started; those big brown concrete panels along the podium were supposed to be re-done. Would love to see the Marriott open-up their podium. Currently has the same aggregated brown concrete as Delta.

Would like to see the Podium Building overhauled into an entertainment hub with a a re-opened cinema as its centerpiece. PdV A, B and C should have their ground floors (interior) restored to the 1960s-70s glory. The concourse also needs a major revamp.

As for 123 Slater, I have mixed feelings about the changes. Glad they kept some of the original façade.

I'm kind of fine with the original podium. I think it goes well with the tower, but if the ground floor were more open with retail or something, that would be better.

I do like the existing PvC podium, but I'd be fine with a new midrise or highrise. Having a movie theatre there and retail on Sparks Street would go a long way to revive Sparks Street actually! Isn't there an entrance to the LRT station there?

That's a very very nice redo. My best friend worked in the old version at Welch for years, I spent a lot of time in that shabby old building.

The public realm leaves a lot to be desired, but that's on the city. Hopefully the revamp of Slater will result in a wider sidewalk than the tiny one that's there now.
