I don't know about Quebec. Montreal has its share of facadism and demolitions over the years. I think we can expect more facadism as the condo boom accelerates downtown.
Toronto is known for awkward lowrise (rowhouse) facades because of the sheer number of buildings going up with them. They have and continue to be built everywhere.
Montreal can afford to demolish lesser prewar structures more than Toronto. Still, I don't consider that a factor when it comes to poor policy.
This is no better than the so called preservation policies in Toronto
