At the land crossing it basically amounts to business travelers who are involved in supply chain, energy, pharma, transportation, banking, telco, etc. can cross as required.
What has been stopped at the land crossing but not by air is travel for non-business related reasons.
I think this is all reasonable. We still need to ensure people can find food and toilet paper in the stores, have electricity, the internet works and can bank. I have found most companies at the start of COVID adjusted travel approval policies to avoid travel unless absolutely needed and requiring approval at the very highest level in the organization. They are not backing off that anytime soon.
