We need to have a plan for creating permanent jobs for migrants and letting them to settle here permanently. Otherwise we will also become a burden on country like tier-I cities. The funny economic statistics have created a myth that megacities earn more GDP to the country than others. But I say if population & economic distribution done properly then the country can earn & save more than what these statistics show now and in addition environmental cost will be reduced.

What we need is activities to be monitored by parents (better if even teachers can monitor) and an app to monitor student activities during screen time. Or limited password permission to use mobile for an app and the app to allow a list of permitted websites or links (and numbers those can be dialed?), and parent or teacher should be able to update the list. Where will they be quarantined? Is there enough space for quarantining all 2,000 (minus undivided DK) in Wenlock Hospital? Or will they be quarantined in hotels?

Deputy commissioner (DC) G Jagadeesha has instructed officials to collect details of labourers from outstation states. If people of other states have to come to Udupi, they have to come according to the direction of that particular state government. Primary discussions are held with regard to the testing of such people when they enter the district, check post procedures and where to quarantine them.

Udupi does not have its own Coronavirus testing laboratory and the DC wants to invite problems again so early! But if it is one time travel then it is fine - Govt. to allow one-time travel but Udupi should keep demanding for testing laboratory.

I think it would be better to have electric fans everywhere in PPE gowns/PPP suits or 2 to get cool filtered air but fans should be light & silent as much as possible. And entire PPE should be reusable 1. And electric fans are 'positive pressure fans' generating extra air pressure inside PPE to provide protection against contamination due to damage in PPE gown (not sure whether this extra air pressure can be generated by using positive pressure fans). (One here is reusable but without any air filter so I think it needs connection to air/oxygen supplying cylinder always).

Why these parties didn't distribute the money to migrant workers instead of KSRTC for their return ticket? Did they help migrant workers with food & shelters? Okay, now these party volunteers can go to farms & plantations and help in harvesting as workers are not available.

The district authorities should not allow any worker to come back till crisis is fully mitigated in India as migrants' home districts/states are getting worst affected by the disease than our district.

Another burst of 4 cases in two days. The reason is delay in testing. How many days it takes test result to come out after swab sampling is done? In totality, we have to see the delay in term of days to announce test results of primary & secondary contacts of a fresh patient after that patient is tested positive. If we can reduce this delay then doubling rate will come down drastically as we are able to isolate patient before they can spread disease. Currently we have ability to test around 200 samples per day at Wenlock. If total number of primary & secondary contacts are less than 200 then result can be announced next day itself. For the time being as our testing rate is slow tertiary & even quaternary contacts might be already start spreading the disease.

Whether green district to green district movement also requires sevasindhu pass? If so, does sevasindhu pass distinguish between interstate and interdistrict movements? I don't think sevasindhu pass is required for interdistrict movements within Karnataka and people can throw out sevasindhu pass and can obtain one-time, one-day inter-district pass unless the software issuing pass identifies it through their Aadhaar or any other identification submitted for obtaining pass. If a quarantine seal is put on people at state border then seal has to be checked at district border irrespective of the kind of pass.

This mistake may be the main reason for our sufferings due to First Neuro Hospital cases.

In fact, 82 samples were tested in the laboratory on the first day itself. Yenepoya Hospital is the first private hospital in Dakshina Kannada district to get the ICMR approval for the Covid-19 RT-PCR.

The Yenepoya Covid-19 RT-PCR laboratory is well equipped with state–of-the-art real-time PCR machine, bio-safety cabinets, a cold centrifuge and others. It has 12 medical microbiologists and technicians who are trained in molecular diagnostics.

The laboratory is currently running the tests in two shifts and plans to make it functional round-the-clock if the sample loads increase further. As many as 240 samples can be tested at the new facility per day.

Several patients from Kerala were treated in the hospital as inpatients and outpatients and were discharged. There is a need to collect their throat swab for testing. Patients from Chikkamagaluru, Madikeri too underwent treatment at the hospital. A detailed report on the source of Covid-19 can be known after getting report from patients from Kerala who had undergone treatment at First Neuro Hospital, said the DHO.

Whether swab testing can detect already cured cases? If goal is to find out only active patients then swab testing is fine. Better to go for antibody testing if goal of investigation is to find out who all have spread the disease further before getting cured and their contacts.

2. ಕೃಷಿ ಉತ್ಪನ್ನಗಳಿಗೆ ಎಲ್ಲೆಡೆ ಒಂದೇ ಬೆಲೆಯನ್ನು ನಿಗದಿ ಪಡಿಸ ಬೇಕು. ಅದರ ಸಂಪೂರ್ಣ ಲಾಭ ರೈತರಿಗೆ ಸಿಗಬೇಕು.
3. ಜಿಲ್ಲೆಗೆ ಉದ್ಯೋಗಕ್ಕೆ ಬರಲು ಬಯಸುವ ಕಾರ್ಮಿಕರನ್ನು ಕರೆ ತರುವ ಪ್ರಯತ್ನ ನಡೆಯಬೇಕು.
4. ಕೃಷಿ ಉತ್ಪನ್ನಗಳನ್ನು ಅಂತರ್ ರಾಜ್ಯ ಹಾಗೂ ಜಿಲ್ಲೆಗಳಿಗೆ ಮಾರಾಟಕ್ಕೆ ಯಾವುದೇ ತೊಂದರೆ ನೀಡಬಾರದು.
5. ಸರಕಾರವು ಮಲ್ಲಿಗೆ ಪರಿಹಾರ ಗಿಡವೊಂದಕ್ಕೆ 500ರೂ. ನಂತೆ ಘೋಷಿಸಬೇಕು.

Why agri-products have same price everywhere? Let locals eat locally produced products with less price. Instead government should help farmers to explore markets where best prices for their products (minus transportation cost) is available. Of course, nobody can deny that there are many climate dependent crops and hence costly due to transportation & should not be our main food. Anyway we can discuss all these including interstate, international markets for all types of products in proposed globalization x localization posts.

Everyone including farmers & industrialists expects high compensation! From where should the government get money? Printing? How much the politicans of Tulunadu suffered due to fall in bribe market during lockdown? Who will compensate that?

'Our heart is no longer here, please take us home'

Around 250 workers, mostly in their twenties from Lakhimpur, are in several one-room houses at Manimunda. All of them are in the construction industry, employed as painters, masons, RCC workers. "We are all frustrated here. We have got no ration for the past 15 days. My family sent me Rs 1,500 to survive here," said his friend Ramesh, a painter.

Monday morning, Ramesh's house-owner called on him. "He did not ask me for rent but asked me not to use light and fans as the power bill was running high," he said.

But the house-owner of his friends was more direct. The house-owner asked them when were they leaving and asked them to sit outside the room during the day to save power.

They put out a video saying they were not getting enough food. So, another organisation came forward to help them. "But the members of the first organisation which was supplying food provision took offence to the video and abused us and threatened to teach us a lesson," said Ramesh, who has been working as a painter in Kasaragod for the past four years.

Now, they have decided not to take food supplies from any organisation to buy their own provisions.

Ramesh said after leaving Lakhimpur, he had worked in Delhi, Gujarat and Daman and Diu. "In all these places, the work time was nine to 10 hour and the maximum I was paid was Rs 250 per day. In Delhi, the employer did not pay me for nine months and I had to run away," he said.

But in Kerala, Ramesh said, he had to work only for eight hours and got a wage of Rs 700 plus free food. "It is very good here and that's why I stayed back for four years. But my experience during lockdown is very bad," he said.

Today BoliBattlu went first to a public sector bank at Hampankatta. Bollibatlu was worried when he found one person nearing retirement among the frontline bank staff but was happy that others were youngsters. There were many other young workers working in backline. Since old people are severely affected by the virus Bollibatlu thought it would be nice if only youngsters interact with customers.

As I stated earlier home based apparel, handicraft industries are some of alternative for beedi industry. But people need to be trained in them. Demand for fashionable homemade embroidered masks may go up.

Mr. Kateel said that many youth who have returned from other States, especially from Maharashtra due to the global pandemic, are now ready to take up farming and allied activities, if they are profitable. The departments should talk to such persons on the prospects of taking up cultivation of alternative crops, other than arecanut.

We shouldn't forget 'heart of plam' while searching alternative for arecanut. Makhana (lotus seed) can be explored near waterbodies. We have to encourage cultivation of all time jackfruits. There is enough scope for jackfruit, mushroom, colocasia/taro based food processing units. Jackfruit, colocasia/taro gluten-free flours are emerging alternative for wheat flour and can be used in chapatis/rotis/breads/cakes and bakery products. Colocasia is all time vegetable but requires plenty of water and shade.

Dakshina Kannada Zilla Panchayat Chief Executive Officer Selvamani R. asked the Horticulture Department to promote vegetable cultivation in the district as Dakshina Kannada received vegetables from other districts. There is enough scope to cultivate vegetables under MGNREGA.

Region is suitable for growing asparagus. Export market for mushroom will grow day by day. Whether DK has any GI tagged vegetable like Udupi Mattugulla? What happened GI tag for Harekala Chilli?

If you look at the recent central government policy there is encouragement for sea-based processing industries like fisheries, seaweed. We have to explore organic products like products of seagrass. Seagrass based industries can be developed as home-based industries. But long term plan is needed for organic products. Better to open an organic products research centre if sufficient fund is available. DK, Udupi, UK Mps togethere has to try for the central government grant for sea based organic products research centre for fisheries & seaweeds under central government 20 lakhs grant.

And here is an example to follow while searching alternative for beedi industry.

Institutions make use of 3D printing tech to combat Covid-19

Manipal Academy of Higher Education, National Institute of Technology Karnataka (NITK) Surathkal and Sahyadri College of Engineering and Management, among others, have been using this technology to manufacture various equipment, to fight the pandemic. Medical equipment such as face shields, respirator masks, ventilator manifolds and no touch sanitary tools have been manufactured by these institutions.

The splitter for ventilator was 3D printed at different places. NITK Centre for System Design printed the first prototype and got it tested at Mangalore K S Hegde Hospital at (Nitte deemed to be university). “We have now designed technology to manufacture 3D face masks. The production cost is high, and we will only produce them when there is an emergency need,” he added. So far, NITK Surathkal has supplied hundreds of face shields to MRPL, NMPT and other institutions.

State notifies 10-hour work shift for three months

The increase in working hours will result in unemployment as factories could terminate the services of casual and contract workers as shift hours have been increased, All-India Trade Union Congress general secretary D.A. Vijaybhaskar told The Hindu.

If demand for goods & services has gone down then companies are going to throw out workers anyway. If there is enough workdload to fulfill old orders (lockdown period) there may not be any unemployment of contract workers. Factories were closed for almost one and half months. 2 hours per day means it can be compensated in 6 months. It is judicious to compensate if employees have got salary for lockdown period. But operation with 50% staff may affect employment of both permanent & contract workers and also employer.

For attracting investment to North Karnataka state government may have to come up with separate labour laws for that region. Many of NK migrants are in utter need of jobs and for them a slight increase in working hours in new exit-China MNCs may not matter. (exit-China MNCs currently prefer Southeast Asia as production cost is low there). Of course for employment they need to improve their skills. The state government has to talk to North Karnataka migrant labourers directly for forming labour rules for that region instead of speaking to 'elite-bourgeoisie labour unions' anchored well in the parched region. The uniform labour rules across state is formed by the previous governments only to help real estate mafia of the parched city. (I don't know whether cost of living index is considered for fixing minimum wage location-wise. I have not understood why migrant workers get less wage in a costly city like Delhi compared to Kasaragod - 'Our heart is no longer here, please take us home'. Whether migrant workers get Delhi like wage in other tier-I cities also?).

Tulunadu will be safe if employment is generated in North Karnataka instead of the parched region. We should extend all support to North Karnataka's growth towards prosperity. But there is nothing wrong if we can also provide permanent jobs to them here instead of the parched city.

If we peruse the lockdown rules properly we can see that there is lockdown every day from 7 PM to 7 AM. That is, the government is locking down the people during non-working hours. Sunday is a non-working day! I think the government is just trying to discourage non-productive movements.

ಈಗಾಗಲೇ 580 ಮಾದರಿಗಳು ಪರೀಕ್ಷೆಗೆ ಬಾಕಿ ಇವೆ. ಪ್ರತಿದಿನ 100ಕ್ಕೂ ಹೆಚ್ಚು ಮಂದಿಯ ಗಂಟಲು ದ್ರವ ಮಾದರಿಗಳು ಪರೀಕ್ಷೆಗೆ ಬರುವುದರಿಂದ ಎಲ್ಲವನ್ನು ಒಂದೇ ದಿನದಲ್ಲಿ ಮುಗಿಸಲು ಸಾಧ್ಯವಾಗುತ್ತಿಲ್ಲ. ಮಂಗಳೂರಿನಲ್ಲಿ 24 ಗಂಟೆ ಅವಧಿಯಲ್ಲಿ ಗರಿಷ್ಠ 200 ಮಾದರಿಗಳನ್ನು ಪರೀಕ್ಷಿಸಲು ಸಾಧ್ಯವಾಗುತ್ತದೆ.

“We have already requested Yenepoya Hospital Mangaluru for testing samples as the samples are more in number. As per government order, we are required to do swab tests after 14 days, but we are delayed due to the non-availability of laboratories in the district. Hereby, I urge all people in quarantine and also their family members not to panic and help the authorities to do their work,” he said.

“In Kundapur, a 125-bed block is ready at taluk Hospital, 75-bed COVID block at Karkala taluk Hospital, 90 beds at SDM Hospital Udyavar, and Bhuvanendra Hostel with 50 beds are now slated to function. And in case in the future if we require more, the district administration is all prepared address the issues.
