Covid-19

In a world full of gloom, tanker owners are the only ones smiling
Quote:
“There is now delay in discharging that oil because refineries have cut production. So, tankers are waiting at the port’s anchorage for as much as 12 days to get the cargo out,” the industry executive said, adding that a tanker is currently waiting at the anchorage of New Mangalore port for the last ten days to discharge the cargo.
So this cargo is not unloadable to ISPRL.

Isn't it nice if the central government makes policies favourable to non tier-I cities addressing properly migrant workers woes & rectifying population distribution anomalies? - Covid-19 crisis rekindles debate on decentralization of Karnataka, Why businesses shifting out of China may not come to India. The central and the state governments have failed to sell cheaper production destinations. Karnataka government has to promote tier-II/III cities by reduced taxes and places with power plants & enough water by reducing electrical & water tariffs. India need to show that tier-II/III cities are well placed to compete with southeast asian nations by preparing a separate policy to promote tier-II/III cities. This is needed for Mangaluru as we expect a lot of gulf returnees, which have totally failed to take care of Indians, and also other tier-II/II cities of the country as lot of migrant workers returned to home may not like to suffer again by going to far off places for a temporary job. Better if DK's economic revival plan for future includes a plan on how to convert unorganized jobs to organized jobs so that we can get enough supply of migrant workers resources for permanent settlement here.

Some factors that might have contributed to containment may be weather, weak variant of covid-19, coconut-based foods etc.

One worrying issue is all who died due to virus in DK are women. It was predicted that more male will die due to drinking and smoking habits. We can not say this difference is due to age as there were men also of the same age group. Otherwise only difference between women and men is men get exposed to sun more than women.

Health Ministry cautions on use of plasma therapy for coronavirus, says it can be harmful as still being tested

Why it is tested in tier-I cities? Can't it be tested in tier-II cities? By funding projects in tier-I cities the politicians & bureaucrats have shown their concern about welfare of real estate mafia of tier-I cities at the time of crisis also. Their action is supporting further migration to tier-I cities. That is worrying.

Migrant workers from other states stranded at Old Port in Mangaluru
Quote:
Prof Magadha told TOI that migrant workers from Bihar, Chhattisgarh, Odisha and Tamil Nadu were living at Old Port, which has a meagre two lavatories. “As a result, many of the men have taken to open defecation. The government must take note of their plight and ensure they are provided all basic amenities,” he added.
Quote:
‘Port is cleaner’

The team of experts found that nearly a month-long hiatus in fishing activity had brought about a transformation at the Old Port. The quality of water of the sea lashing at the port was much better, while the harbour itself looked much cleaner, they said. They also pointed to the noticeable absence of the odour of fish and diesel.
Dakshina Kannada population is falling due to out-migration to tier-I cities at the same time we have in-migration issue that is not leading to increase in population as it is just floating population. We need to have a plan for creating permanent jobs for migrants and letting them to settle here permanently. Otherwise we will also become a burden on country like tier-I cities. The funny economic statistics have created a myth that megacities earn more GDP to the country than others. But I say if population & economic distribution done properly then the country can earn & save more than what these statistics show now and in addition environmental cost will be reduced.

Decision on inter-district travel within 2 days

That means the authorities don't have plans to start economic activities soon. But we don't want in-migration of migrant labours from other districts for at least a year (expecting India to be totally free of coronavirus by that time).

Or limited password permission to use mobile for an app and the app to allow a list of permitted websites or links (and numbers those can be dialed?), and parent or teacher should be able to update the list. App having both features (limited permission with monitoring) is the best option - a teacher can assign works and monitor how much time a student spent on it.

Good that tablets can only be used for e-learning. How about building this feature with password as posted earlier to all mobilephones/computers so that parents need not spend money for separate tablet for e-learning. Otherwise there will be heavy demand for this type of tablets when schools force them on parents.

State and Centre differ on red zones

The state government always had tendency to punish other districts also if the parched district was not well. This was to favour the real estate mafia so that the value & demand of real estates in the parched region won't go down due to developments in the other regions.

Mangaluru: DK features as Orange Zone in Centre’s new list

Lockdown day 38: Two new corona positive cases in DK, none in Udupi
2 more test positive for Covid-19
Two more Covid-19 positive cases reported in Dakshina Kannada

27-04-2020 : 02-21-07-02-12
26-04-2020 : 01-19-05-02-12

It was a burst of 6 positive cases spanning over four days.

Whether we are finding more number of cases because of increased testing speed? How many number of samples tested per day now? Good if we are finding them out quicker now before the infection spreads into others.

Today sounds better without any case.

I think it would be better to have electric fans everywhere in PPE gowns/PPP suits or 2 to get cool filtered air but fans should be light & silent as much as possible. And entire PPE should be reusable 1. And electric fans are 'positive pressure fans' generating extra air pressure inside PPE to provide protection against contamination due to damage in PPE gown (not sure whether this extra air pressure can be generated by using positive pressure fans). (One here is reusable but without any air filter so I think it needs connection to air/oxygen supplying cylinder always).

Alternatively PPE can be cooling garment 1 2.

Aleternatively if you have a super laboratory then can copy & combine all these features for a hitech PPE - 1 2 3.

Is it possible to develop & manufacture such type of fans in Tulunadu? All plastic parts of PPP suits or PPE including fans can be manufactured in proposed plastic park in future. Anyway ISPRL is fully loaded already to keep cost of plastic cheap at least for sometime.

The political parties should have some vision & should show more interest in woeing migrant workers to stay back by helping them on this. If migrants are allowed to go back then how Tulunadu economy can bounce back once lockdown is withdrawn?

Why these parties didn't distribute the money to migrant workers instead of KSRTC for their return ticket? Did they help migrant workers with food & shelters? Okay, now these party volunteers can go to farms & plantations and help in harvesting as workers are not available.

The district authorities should not allow any worker to come back till crisis is fully mitigated in India as migrants' home districts/states are getting worst affected by the disease than our district.

Reverse migration of workers hits plantation sector hard in Karnataka
Quote:
However, some migrant workers, like Devesh from Jharkhand, have stayed back after plantation owners provided them accommodation. Mr. Devesh who works at an arecanut plantation in Sullia taluk of Dakshina Kannada district said four of his family members earn about ₹2,000 a day for 20 days in a month. Back home, they cannot earn even ₹1,000 a day, he said elaborating his decision to stay back.
How many construction companies in Mangaluru could retain their migrant work force? Whether enough workers are available for all maintenance works to be carried out before monsoon?

Anyway our own migrant workers have returned/returning back so scarcity should come down to a small extent. Let us see how many of gulf returnees can compensate this requirement.

Karnataka: One more tests COVID-19 positive in Mangaluru

And including this fresh patients primary and secondary contacts how many more samples are waiting to be tested?

In 11 districts, coronavirus cases doubled faster than Karnataka average

DK doubling rate is 12 days.

COVID-19: Three more test positive in Dakshina Kannada
Five members of family in Boloor now affected by Covid-19

After these three cases doubling rate might have increased drastically.

Another burst of 4 cases in two days. The reason is delay in testing. How many days it takes test result to come out after swab sampling is done? In totality, we have to see the delay in term of days to announce test results of primary & secondary contacts of a fresh patient after that patient is tested positive. If we can reduce this delay then doubling rate will come down drastically as we are able to isolate patient before they can spread disease. Currently we have ability to test around 200 samples per day at Wenlock. If total number of primary & secondary contacts are less than 200 then result can be announced next day itself. For the time being as our testing rate is slow tertiary & even quaternary contacts might be already start spreading the disease.

Whether green district to green district movement also requires sevasindhu pass? If so, does sevasindhu pass distinguish between interstate and interdistrict movements? I don't think sevasindhu pass is required for interdistrict movements within Karnataka and people can throw out sevasindhu pass and can obtain one-time, one-day inter-district pass unless the software issuing pass identifies it through their Aadhaar or any other identification submitted for obtaining pass. If a quarantine seal is put on people at state border then seal has to be checked at district border irrespective of the kind of pass.

Mangaluru First Neuro Hospital connection – Seven more test corona-positive in Bhatkal

This should had been investigated faster by us as it has originated in a Mangaluru hospital. Now Mangaluru Laboratory has extra burden of testing samples of Bhatkal contacts. That would affect progress of testing within DK also. Now itself more than 300 samples are pending to be tested and this may go up. Hence virus may spread to more people. Tuluvas should put more pressure to open up one more testing laboratory at Udupi.

So, drink ash gourd juice & prepared sandige from left over dried pulp after extracting juice or make wet or dry pulp chutney or dosa 2/idly or non-diabetic kheer/payasa and best is salad (we tuluvas have good habit of adding grated coconut to salads). With three labs in coastal Karnataka whether we will be able to eliminate Covid-19 completely before start of monsoon? This is critical as temperature fall after rain may lead to faster propagation of disease - 85% correlation between temperature rise & cut in virus spread: Study. First it has to be eliminated from Andaman, Tamilnadu, Kerala then Tulunadu, Karnataka, Andhra Pradesh, North East one by one state keeping in pace with monsoon advancement. Too high humidity during monsoon may also go in favour of the virus and so against us - ‘Only 2 months to control Covid; rains, low temperature, high humidity will increase spread’. So, if these labs are commissioned faster then we are more safe to face monsoon. In summary, South India has less time available to control the disease than North India if monsoon helps the virus and hence capacity building should be faster in South India. But here is a contradictory news again - Hotter and humid weather may not stop COVID-19: Study.

The parched city mafia has successfully forced us to migrate and suffer so far.

'Namaste Trump' introduced coronavirus to India - MLC Harish Kumar

Hail the genious detective! 'P-0' of all cases are discovered. Why to waste money on further investigation? Close all unsolved cases including one of First Neuro Hospital!

Now we have got the hero and also the villans for the movie title 'P-0'. Do we need a heroine for this movie?

And here is some flashback story - 1 - based on which some twists and turns can happen in the story.

High hotel tariff greets passengers from UAE

Which types of people are staying in AC rooms? Were they staying in AC rooms in UAE? Were they staying in AC rooms before moving to UAE? How much time these people may need to go back to their original old lifestyle?

Why the hotels are increasing tariff? Is it because of social distancing norms & hence less occupancy? Or estimated cost of prestige loss associated with Corona stigma?

Anyway every Tuluva has paid Corona price in the form of increased price of essential goods.

Hope the state government here will not give go-ahead for this so easily without proper arrangement to receive them. That is faster testing. Fatality rate is high in both of these states 1. Kasaragod fresh four cases from Ahmedabad. Let us not do the same in hurry.

Why agri-products have same price everywhere? Let locals eat locally produced products with less price. Instead government should help farmers to explore markets where best prices for their products (minus transportation cost) is available. Of course, nobody can deny that there are many climate dependent crops and hence costly due to transportation & should not be our main food. Anyway we can discuss all these including interstate, international markets for all types of products in proposed globalization x localization posts.

Everyone including farmers & industrialists expects high compensation! From where should the government get money? Printing? How much the politicans of Tulunadu suffered due to fall in bribe market during lockdown? Who will compensate that?

'Our heart is no longer here, please take us home'
Quote:
Around 250 workers, mostly in their twenties from Lakhimpur, are in several one-room houses at Manimunda. All of them are in the construction industry, employed as painters, masons, RCC workers. "We are all frustrated here. We have got no ration for the past 15 days. My family sent me Rs 1,500 to survive here," said his friend Ramesh, a painter.
Quote:
Monday morning, Ramesh's house-owner called on him. "He did not ask me for rent but asked me not to use light and fans as the power bill was running high," he said.

But the house-owner of his friends was more direct. The house-owner asked them when were they leaving and asked them to sit outside the room during the day to save power.
Quote:
They put out a video saying they were not getting enough food. So, another organisation came forward to help them. "But the members of the first organisation which was supplying food provision took offence to the video and abused us and threatened to teach us a lesson," said Ramesh, who has been working as a painter in Kasaragod for the past four years.

Now, they have decided not to take food supplies from any organisation to buy their own provisions.
Quote:
Ramesh said after leaving Lakhimpur, he had worked in Delhi, Gujarat and Daman and Diu. "In all these places, the work time was nine to 10 hour and the maximum I was paid was Rs 250 per day. In Delhi, the employer did not pay me for nine months and I had to run away," he said.

But in Kerala, Ramesh said, he had to work only for eight hours and got a wage of Rs 700 plus free food. "It is very good here and that's why I stayed back for four years. But my experience during lockdown is very bad," he said.

Anti-COVID-19 disinfecting robot launched in Mangaluru

The unique device is developed by Mangaluru- based robotics engineer Krishnan Nambiar, CEO and founder of Vanora Robots Pvt Ltd. The robotic platform Vanora Robot is designed as a support system for frontline fighters of the COVID-19. It is a fully functional unmanned robotic platform to disperse high doses of Type C Ultra Violet rays (at permissible level of about 300 J/m²) to destroy the structure of all bacteria, fungal spores, and many types of virus including various types of coronavirus.

Yes. There are complaints that undivided Dakshina Kannadigas are treated step-motherly by the state compared to the parched city while evacuating from Qatar though Tuluvas out number Kannadigas in Qatar!

Gulf Tuluvas have only two options to complain. Complain sitting there itself or complain afer returning to Tulunadu!

Let us better prepare plans to declare home-quarantined 1 people's houses as containment zone now itself!

Whether special quote of 'ragi' is influenced by real estate mafia of the parched city? Job losers are from North Karnataka. They are the one suffered most due to migration & lockdown. And now for job generation why a crop of already over populated parched region! Why not main corp of North Karnataka like foxtail millet ('navane' is a siridhanya or a 'positive millet' where as ragi or finger millet is just a 'neutral millet'). I hope Kalyana Karnataka people will go for a huge protest on this. 'navane' being a siridhanya should become a brand on priority!

What are the facilities available in Mangalore Airport compared to this - Foot-operated sanitiser dispenser, UV disinfection at Delhi airport to tackle Covid-19. The link lists many like sensor-based taps in passenger washrooms, foot-operated sanitiser dispenser, sensor-based and paddle operated drinking water fountain, passenger trolley disinfection system, UVC disinfecting baggage tunnels, hand-held torch, walk-in shoe sanitizer mats, mobile disinfecting towers. Many of them are already developed by now by Tulunadu startups themselves for example mobile UVC disinfecting robot or touch-less sanitizer. Just for one or two flights now and then every precautionary gadget may not be needed but once lockdown rules are diluted further and airport starts normal operations we need all of them.

Many of those preventive measures are needed at airport, railway stations, checkposts, quarantine hotels, hospitals, fever clinics, testing laboratories etc.

We have allowed Covidaasuras team's score to surpass 50. Unless we strengthen our bowling and fielding it is difficult to restrict and flaten their score. A missed catch at First Neuro helped the opposition a lot. Now the time to enthuse fielders at airport, checkposts, quarantine hotels, hospitals and mainly testing laboratories. We have to see how much an esteemed expert who is dispatched from the board of control aka the state authorities has contributed in SWOT analysis of healthcare infrastructure here. Earlier decision of the board of control to delay testing laboratory had both physically & mentally weakened us a lot and now let us see what will happen!

BolliBatlu's day out

Today BoliBattlu went first to a public sector bank at Hampankatta. Bollibatlu was worried when he found one person nearing retirement among the frontline bank staff but was happy that others were youngsters. There were many other young workers working in backline. Since old people are severely affected by the virus Bollibatlu thought it would be nice if only youngsters interact with customers.

Next BolliBatlu observed one middle aged person at Hampankatta Nandini milk parlour coughing and hence ran away from there immediately.

And then in a pharmacy BolliBatlu came across a person about to sneeze lowering mask before sneezing. Obviously his good idea was not to spoil mask. BolliBatlu thanked him for teaching importance of protecting masks!

Mr. Kateel said that beedi workers can be identified for issuing new job cards as the beedi industry has collapsed.
As I stated earlier home based apparel, handicraft industries are some of alternative for beedi industry. But people need to be trained in them. Demand for fashionable homemade embroidered masks may go up.

Quote:
Mr. Kateel said that many youth who have returned from other States, especially from Maharashtra due to the global pandemic, are now ready to take up farming and allied activities, if they are profitable. The departments should talk to such persons on the prospects of taking up cultivation of alternative crops, other than arecanut.
We shouldn't forget 'heart of plam' while searching alternative for arecanut. Makhana (lotus seed) can be explored near waterbodies. We have to encourage cultivation of all time jackfruits. There is enough scope for jackfruit, mushroom, colocasia/taro based food processing units. Jackfruit, colocasia/taro gluten-free flours are emerging alternative for wheat flour and can be used in chapatis/rotis/breads/cakes and bakery products. Colocasia is all time vegetable but requires plenty of water and shade.

Quote:
Dakshina Kannada Zilla Panchayat Chief Executive Officer Selvamani R. asked the Horticulture Department to promote vegetable cultivation in the district as Dakshina Kannada received vegetables from other districts. There is enough scope to cultivate vegetables under MGNREGA.
Region is suitable for growing asparagus. Export market for mushroom will grow day by day. Whether DK has any GI tagged vegetable like Udupi Mattugulla? What happened GI tag for Harekala Chilli?

If you look at the recent central government policy there is encouragement for sea-based processing industries like fisheries, seaweed. We have to explore organic products like products of seagrass. Seagrass based industries can be developed as home-based industries. But long term plan is needed for organic products. Better to open an organic products research centre if sufficient fund is available. DK, Udupi, UK Mps togethere has to try for the central government grant for sea based organic products research centre for fisheries & seaweeds under central government 20 lakhs grant.

And here is an example to follow while searching alternative for beedi industry.

Institutions make use of 3D printing tech to combat Covid-19
Quote:
Manipal Academy of Higher Education, National Institute of Technology Karnataka (NITK) Surathkal and Sahyadri College of Engineering and Management, among others, have been using this technology to manufacture various equipment, to fight the pandemic. Medical equipment such as face shields, respirator masks, ventilator manifolds and no touch sanitary tools have been manufactured by these institutions.
Quote:
The splitter for ventilator was 3D printed at different places. NITK Centre for System Design printed the first prototype and got it tested at Mangalore K S Hegde Hospital at (Nitte deemed to be university). “We have now designed technology to manufacture 3D face masks. The production cost is high, and we will only produce them when there is an emergency need,” he added. So far, NITK Surathkal has supplied hundreds of face shields to MRPL, NMPT and other institutions.

State notifies 10-hour work shift for three months
Quote:
The increase in working hours will result in unemployment as factories could terminate the services of casual and contract workers as shift hours have been increased, All-India Trade Union Congress general secretary D.A. Vijaybhaskar told The Hindu.
If demand for goods & services has gone down then companies are going to throw out workers anyway. If there is enough workdload to fulfill old orders (lockdown period) there may not be any unemployment of contract workers. Factories were closed for almost one and half months. 2 hours per day means it can be compensated in 6 months. It is judicious to compensate if employees have got salary for lockdown period. But operation with 50% staff may affect employment of both permanent & contract workers and also employer.

For attracting investment to North Karnataka state government may have to come up with separate labour laws for that region. Many of NK migrants are in utter need of jobs and for them a slight increase in working hours in new exit-China MNCs may not matter. (exit-China MNCs currently prefer Southeast Asia as production cost is low there). Of course for employment they need to improve their skills. The state government has to talk to North Karnataka migrant labourers directly for forming labour rules for that region instead of speaking to 'elite-bourgeoisie labour unions' anchored well in the parched region. The uniform labour rules across state is formed by the previous governments only to help real estate mafia of the parched city. (I don't know whether cost of living index is considered for fixing minimum wage location-wise. I have not understood why migrant workers get less wage in a costly city like Delhi compared to Kasaragod - 'Our heart is no longer here, please take us home'. Whether migrant workers get Delhi like wage in other tier-I cities also?).

Tulunadu will be safe if employment is generated in North Karnataka instead of the parched region. We should extend all support to North Karnataka's growth towards prosperity. But there is nothing wrong if we can also provide permanent jobs to them here instead of the parched city.

Quote:
“Currently all the quarantine centres are fully occupied. So we are not taking any entries from outside states. Once the current lot is sent to home quarantine from institutional quarantine as per guidelines issued, we will sanitise all these places. In the next phase, we will receive people from the outside states. Meantime, all have to register their names in Seva Sindu app. We are looking forward to receive new set of guidelines to be implemented after May 31.

“We have already requested Yenepoya Hospital Mangaluru for testing samples as the samples are more in number. As per government order, we are required to do swab tests after 14 days, but we are delayed due to the non-availability of laboratories in the district. Hereby, I urge all people in quarantine and also their family members not to panic and help the authorities to do their work,” he said.
