If 'they' stopped shipping to Canada specifically (why?), then we'll just buy it from another friendly country, like the UK, or Norway, or the USA or whoever else, while this unfriendly country sells to someone else. If it turns out there is literally no one we can buy oil from, then hooray, we're in a world war, and you've had to use a completely absurd scenario to justify your expensive, protectionist policies.
