Just like how 155 Water Street and the Canada Post are being torn down? It all comes down to aesthetics and lot size - building over and/or around works just fine too.

Langara's got one too. I'm guessing it was one of the cost-cutting measures: keep the rail trench shallow, and just run the mezzanine under it.
