I say a fine is a given, plus 1 year for a first offence.
Second tagging offence gets 5 years.

That is how you increase crime. You give youths a criminal record, all they will ever know is crime. Goodbye student loans, real jobs, assisted housing, ever dealing with kids.
A future 50 year old with no prospects and a life ruined without possibility for real rehabilitation, because some people think tagging deserves a ridiculous prison sentence.
Non-violent crime should never land you in jail until it becomes egregious. A massive fine and forced community service is enough. How about... 200 hours of community service removing graffiti? Better the community and not give them a stupid prison sentence and ruin a life. C'mon, we're better then that.
