The spikes are probably for an anti-fall cable system for workers to hook onto.

I was thinking that they might jack it up to the roof of the north podium (because the ceiling height of the bridge seems low)
- but why not built at finished height?

That also means that the internal roadway will have fairly low clearance under the bridge? Hard to tell with those high commercial ceilings.
