It is odd but it is what it is. I think they're now trying to build up Landmark as a downtown for the locals who want a less busy alternative to the tourist spots and making it more pedestrian friendly while the actual downtown is for the visitors and locals alike. Metro Vancouver has multiple commercial centres as well and I don't think it's a bad thing to not put all the eggs in one basket. The two centres also attracts different kinds of businesses. Law firms and financial institutions seem to set up shop downtown while Landmark tends to attract technology and design firms. Not to say it's a black and white rule.
