Yeah, WestJet operates in T3, Air Canada is in T1.
3h30m is plenty of time to make your connection with US customs preclearance and a leisurely breakfast, so that is the silver lining to what is I presume is your red-eye flight!
No point in going to T1 because there isn't much to see or do on the landside, and time would be short anyway. Some might disagree, but I think T3 is not bad from the limited number of times I've been through there. (I'm usually on AC.)
La Guardia is terrible... it might remind you of the Edmonton Greyhound station, but at least it's a convenient airport!
