You are largely correct, (although I have heard that some workers will be moved from downtown). Fact is though that if the GTH was part of the City, rather than being run by the province the development of a 221,000 sqft office facility would not be allowed according to the City's office policy. In its desperate and short-sighted efforts to get something (anything) going at the GTH the province is setting the area up to be in competition with downtown.
What could have been an opportunity for the development (or lease) of one or several properties in the core of the City, properties that could have been accessed by transit, bicycle or walking (along with cars), places that are close to shopping, services, and restaurants will instead only be accessible by private vehicle.
The GTH will have also gained 1100 or so private vehicles (2200 - 4400 trips per day that is a lot of road capacity being absorbed) accessing a site that was designed to support transport trailers and semis.
