I don't think they'll be able to go as fast as Metropolis. Both Metropolis and Wilshire Grand have the unique benefit of having no immediately adjacent (or even remotely adjacent) occupied residential or hotel properties, so they've been able to secure permits to work overnight (which Wilshire Grand takes advantage of nearly every day and Metropolis takes advantage of on select dates). Oceanwide Plaza or Fig Central (or whatever it ends up being called) is immediately adjacent to at least 2 residential buildings, so I highly doubt they'll be working through the night. They'll be limited to 7am - 7pm rules, which should make progress a bit slower than Metropolis. That being said, they can make up for that with expert coordination of trades and materials.
