Thank you Jonovision. When I read the Chronicle Herald story again I saw that it was referred to as a "public meeting", which is a requirement of HRM_by_Design. After you pointed our this requirement, I found it in the DHLUB and DesignManual. (source:

(7A) Prior to an application for site plan approval being submitted, the applicant shall undertake public consultation concerning the project in a format acceptable to the Development Officer and using a combination of the following three methods:
(a) open house;
(b) public kiosk; and
(c) website/online forum.
As Waye Mason and Jonovision stated, HRM Council approval isn't required. (assuming that Land Use By-law amendments aren't required).
