I remember... back during the days of Gordon Campbell as premier, he promoted like all the "university-colleges", as they were then called, to the status of "university" either outright (Kwantlen, Capilano, Malaspina/VIU, Cariboo/TRU) or by amalgamation with a larger institution (Okanagan/UBCO).
Although the move received a lot of hype back then, I'm not sure what the status change really achieved in terms of fulfilling the education needs of the province. In fact, it appears that various transfer programs and other classes have been thrown under the bus over the years and their students shifted to other higher/lower institutions in favour of more degree-granting programs.
All of this history does show, however, that colleges of a certain nature can grant degrees depending on the policies, wishes and whims of the Ministry of Advanced Education and ultimately the government in charge.
