Also the MPS that has been passed by HRM already after public hearing already approves the Convention Centre, so the statement "mandatory municipal permits are debated, approved by, and issued by HRM" implying there is no approval is not correct. The old pre consultation plan is approved other than a review by DRC for qualitative elements.

The public consultation part requires MPS amendment, but this isn't a debate anymore about "is this going to happen" the debate is "what will it look like" and even there height and towers and whatnot is not on the table.
