Also important to note that all they're building right now as far as rail goes is the train box under the bus terminal. Caltrain (also the track alignment that would be used by high-speed rail) would have to be extended underground by 1.3 miles from its current terminus to get to the Transbay Terminal.

The project isn't funded and is reliant upon several other pieces falling into place. So for now the construction of the train box is simply to make it ready for the future. Originally the train extension was scheduled for completion in 2019, but it's been delayed due to the funding issues.
