Honestly, delays can happen for a number of reasons, but do not signal any weakness in the project itself. For example, financing can be locked down, but the closing of the loan documents and transfer of funds can take 30-60 days, especially for complex loans like these. Then you have City approval of construction documents, which for a couple of out of town developers who may not be familiar with intricacies in the LA County or City code requirements, may require revisions and re-submittal, which can add time. Something as simple as obtaining a permit to close sidewalks (which would be necessary for both projects) can take upwards of 6 weeks, especially if the permit office is backed up (which it usually is). Then there's the hiring, scheduling and lining up of contractors, sub-contractors, their employees, equipment, and materials. All of that has to line up very well prior to construction commencement to avoid wasting time (time = money once you start). So likely these two projects are just crossing all their t's and dotting all their i's, and will commence once everything is in place.

If one was really curious as to their status, one of the easiest tools of investigative journalism would be to Google the developers and send them an email. But that requires actual effort. If that's too much effort for you, you can sit back like the rest of us and wait.
