dont be silly, its just China's version of the Pentagon. Instead of taking over the traditional govt offices that is the Forbidden City, they took up the administrative side palaces outside the moat. They call this China's other Forbidden City.

China photos

I have been to China and loved it. I dont know how you took that first picture from the air but it was great. China does not like in the least picture taken of military installations. I think that this would qualify for some severe punishment if you were caught taking it.
