It seems like when any trivial issue comes up, the default is to get staff to write a report as a delay mechanism and accountability sink. But getting staff to write tons of reports isn't free and analysis of important issues must get slowed down too.
I suspect part of the underlying problem is that municipal voter turnout is low and very small groups can affect district voting patterns. It isn't like federal politics where large political trends and parties with big marketing budgets drive outcomes. Not sure what the solution is. Some cities do have at-large seats and political parties.
