To be cost effective any light rail should just be inside the inner loop. It is not cost effective to have it outside of that other than the Domain due to density. The airport is pointless right now. Maybe in the next 10 years? COTA or Tesla is also pointless. Riverside to Palm Valley is foreseeable with the planned development. I would say south Lamar area if you can get past the hills and curves.
