That does not seem like a realistic timeline for Amtrak to move south to the Canal Street Yard. They still need a detailed inspection of all of the bridges going over surface streets down there. Thousands of built-up members with dozens of points of measurement for section loss to do a load rating. That will take a lot of time.
Also those conceptual renderings are confusing! It does imply the stadium is on the 78 side
