It's some sort of design build project where they are allowed to design it as they go. The Government just gave them minimum specs and the DB team gets a lot of leeway. I recall the original budget seemed extremely cheap to me.

EDIT: I looked into this further. The Province allocated $20 million in 2024, but that was not for the whole project. Site prep and foundation was a separate contract and was done before the full design was completed. I recall thinking that $20 million for 240 beds seemed really cheap. It turns out the full cost is $56 million or $244,000/bed. Seems expensive, but that is what things cost around here these days.
