This one you need to blame the province not the bars. The average bar you're probably familiar with is most likely legally a "food primary license" restaurant and not a true "liquor primary license" bar. It's basically impossible to get a new liquor primary license and all the clubs on the Granville Strip have old grandfathered in licenses. If you only have a "food primary license", I believe you're only allowed to serve alcohol to tables and people are not allowed to mingle because "it's a restaurant" (???).
