This is not exactly true. When Trudeau announced his resignation, the CPC had roughly a 27 point lead. The rise of the Liberal Party started to occur in the days leading up to when Trump's tariffs were to go in to effect. The impassioned speech Trudeau gave was a turning point for the Liberals.
By the time Carney was chosen as PM, the CPC and Liberals were virtually tied. Incidentally, Justin Trudeau's approval ratings went from 22% at the beginning of the year, to 47% at the end of his term. Say what you want about JT, but he handled the Trump annexation threats very well, and stuck up for Canada.
