Canada joining the EU would be infinitely better than joining the US under Trump as a single state. I don't think Trump understands Canadian provinces have far more power and autonomy than US States do.
Based on what criteria? There are certainly criteria where US states have more power/autonomy than Canadian provinces. These would include:
- residual powers in the US go to the states; in Canada, go to the federal government
- states have much more autonomy around the administration of justice vs. provinces
- each state has their own national guard; there's nothing similar in Canada
- federal elections in the US are managed by each state
On the flip side, provinces have greater autonomy:
- regulate local commerce and mobility of labour. As an example, due to barriers such as taxation and markup policies, the BC Liquor Distribution Branch only lists 3 Ontario wines for sale in BC. One would never see the state of Washington limiting the sale of California wines in the state.
- highways: provinces can slap the TCH designation on their highways without having to meet any criteria. To have an Interstate highway, states have to meet the criteria set by FHWA. That creates a relatively consistent driving experience in the US vs. Canada.
- labour law falls under provincial jurisdiction vs. at the federal level in the US
