It says there are 3 ways to fix it:
- 75% increase in fares
- 37% increase in levy
- 120M from upper levels of government

In the end if will end up with something like 50M from Feds, 25M from Ontario, 10% increase in fares and 5% increase in levy.

Curious to see if feds/province attach strings to any money they give.
