It was fairly recently renovated, wasn't it? I can't recall exactly when. Uses/emptiness could be timing-related.

I think downtown King St. (the part west of the International Village) is finally transitioning from discount retail and cash-money launder... er, lenders to something better. LRT will make life difficult for some retailers for a number of years, but the people living in Cobalt and other new developments will still need local 'stuff'
