StatCan link shows the standardized process. Edmonton is simply larger and including "Oliver" etc. met the criteria. Its StatCan that determine what is a downtown geographic area. Now if we could increase the density we could catch up to Calgary and Montreal as to people km2 in the downtown. Map of Edmonton and Vancouver Downtown:
